While an affirmative action program is only required for federal government contractors, the Office of Federal Contract Compliance Program’s affirmative action program (OFCCP) provides an ideal framework for determining the current demographic makeup of your organization compared to availability in the surrounding area and how to improve processes in the future to create equal employment opportunities for applicants and existing employees.

An affirmative action plan details the steps that the employer has taken and will take to create equal employment opportunities for applicants and existing employees. An AAP is a set of specific and result-oriented procedures to which an employer commits itself. The employer affirms to apply every good faith effort to achieve the goals of the plan.
